June 15, 2011 Poland will stick to its plans to optimize employment in public administration despite unfavorable ruling of the Constitutional Tribunal, which stated on Tuesday that the bill assuming a 10% staff reduction cannot enter into force, Prime Minister Donald Tusk told reporters. "This bill was only meant to facilitate certain procedures," Tusk explained. "We will work with more complicated procedures. Reduction of the red-tape will continue to be an important goal for us." The legislation meant to enable a 10% employment reduction in public administration in 2011 and 2012 vs. end-Q2 2010 level had been sent to the Constitutional Tribunal by President Bronislaw Komorowski, who wanted the Tribunal to rule whether the decision to include civil servant corps in the group subject to lay-offs was in line with the Constitution. Following the ruling PM chief advisor Michal Boni said the government would not prepare a new similar bill and would seek savings within current legislation. Employment was meant to remain at reduced levels by end-2013. Poland expected the cuts to reduce its expenditure on public administration by 500-800 illion zlotys in the first year after the legislation enters into force and 1 billion zlotys in the consecutive year, government officials had said in October 2010 when the bill was approved by the government.
